John Morley, MD

Senior Medical Advisor

Dr. John Morley is a nationally respected physician executive with more than 30 years of clinical experience and over 20 years in health-system leadership, regulation, and quality improvement. Known for his integrity, collaborative leadership style, and deep commitment to patient safety, he has led major initiatives across state agencies, academic medical centers, and large health systems.

Dr. Morley most recently served as Deputy Commissioner for the New York State Department of Health’s Office of Primary Care and Health Systems Management and Director of the Office of Medical and Controlled Substance Oversight, overseeing a $2B statewide regulatory portfolio. He also served as Deputy Commissioner and Chief Medical Officer for the NYS Department of Corrections and Community Supervision, directing a $400M health services operation across 52 facilities.

His prior roles include Chief Medical Officer at Jacobi Medical Center, Chief Physician Executive for Population Health at the Adirondack Health Institute, Chief Clinical Officer for the Healthcare Association of New York State, and senior leadership positions within NYC Health + Hospitals and Albany Medical Center.​

An accomplished educator and national presenter, Dr. Morley has taught at multiple medical schools and spoken at conferences hosted by The Joint Commission, the American Society of Anesthesiologists, and the United States Pharmacopeia.
