David Burns joined Capital Health Consulting as Legislative Associate with more than 10 years in government relations including more than seven years of government experience in the New York State Senate. David brings deep legislative, regulatory, and government expertise to CHC's clients. He has extensive experience coordinating between teams of lobbyists and monitoring all matters related to government affairs and public policy.

For more than year in the New York State Senate David served as Director of Legislative Operations, responsible for coordination legislative operations, shepherding legislation from introduction to final passage, managing the Rules Committee, and overseeing the Article VII budget process for the conference.

David received his Masters in Arts from Rockefeller College of Public Policy, holds a Bachelor in Arts from SUNY Albany, and an Associate’s Degree in Liberal Arts from Cayuga Community College.

When not in the office, David can be found with his wife Rachel, chasing his two children, or cleaning up after his dog and cat.
